Artisanal and small scale mining (ASM) provides a crucial survival strategy for the rural poor. More than 60,000 artisanal miners and their dependents will benefit from the Sustainable Artisanal Mining (SAM) Project of Swiss Agency for Development and Cooperation that will focus on strengthening (i) enhanced application of the human rights based approach in community mining; (ii) economic strengthening of all actors along a formal gold supply chain; and (iii) the creation of a global knowledge hub to share ASM best practices. ASM is a poverty driven activity with rural communities engaged in exploitation of gold, coal, and fluorspar and other minerals from the vast territory of Mongolia. ASM provides a means for livelihoods, yet has faced dire challenges due to widespread inequalities, social exclusion and human rights violations. ASM emerged in Mongolia over a decade ago in response to economic transition and climatic disasters that caused widespread poverty and unemployment. The first small-scale mining legal framework was enacted in July 2010 with support of and advocacy by SAM. From 2011-2014, thousands of miners worked formally via local ASM organizations and were registered for social and health insurance, and best practice examples of environmental reclamation, occupational safety and increased local development contributions emerged. Government institutions started engaging positively with the sector. The SAM project in its fourth phase aims to consolidate the remarkable progress towards responsible community mining within an enabling legal framework for Mongolia’s artisanal miners.
